Terror bill 'is announcement waiting for policy', reviewer says
The government's independent reviewer of terrorism laws says he is concerned about a plan to prevent British terror suspects returning to the UK from overseas.
Appearing before a committee at Westminster, David Anderson QC said he was concerned that new measures detailed by Theresa May were "an announcement waiting for a policy".
The home secretary is publishing a new counter terrorism bill later.
