EU hopes to resolve debt crisis as summit begins
As European Union leaders begin their end-of-year summit in Brussels, investors want them to focus on a single vision of how to resolve the eurozone's debt crisis.
The leaders are expected to agree to a rule change which would allow a permanent rescue fund to be created further down the road, but they're split over other measures.
The BBC's Nigel Cassidy reports.
