More pop-up shops could be allowed under planning changes

The government is considering a relaxation in planning rules in England to allow temporary businesses to "pop-up" more easily.

It would allow shops and other "low-impact use" businesses to open for up to two years on High Street sites which could otherwise stand empty.

But some doubt whether such powers are really needed to re-use empty retail spaces.
