Giving every Indian access to a bank account

In a landmark initiative to help the poor, the Indian government has launched a plan to provide every household with a bank account.

Over 40% of Indians have little access to financial services and are dependant on money lenders who charge exorbitant interest rates.

But what are the challenges of implementing this scheme when many people, particularly living in rural areas, don't even have any paperwork to prove their identity?
