Extra university places would be fair, says Willetts

The government is planning to allow universities in England to make extra places available for British students, who would be charged as much as those from outside the European Union.

Ministers say the proposal would free up places, allowing more undergraduates from poorer homes to get into university.

Universities Minister David Willetts said it would be important to ensure that the idea would improve social mobility.
