Heads illegally exclude pupils, says commissioner

Some schools are illegally excluding children by sending them home, or moving them to different schools, without officially recording the exclusion, the Children's Commissioner for England says.

But ministers insist that head teachers should have the power to set their own behaviour and exclusion policies.
