Plans to intervene in underperforming schools announced

Education Secretary Nicky Morgan wants to introduce powers to force schools in England out of local authority control if they consistently underperform.

Under the proposals, the government's Academy programme would be expanded to take in schools that have average results but no prospect of improvement.
