Student living costs 'biggest barrier', Tories claim

Welsh Conservative leader Andrew RT Davies has defended his party's plan to replace tuition fee grants with rent subsidies.

Taking audience questions on BBC Wales TV's Ask the Leader programme, Mr Davies admitted students could be worse off under the Tory policy.

But he claimed Welsh Labour's tuition fee subsidies were "unaffordable" and that students said upfront living costs were a bigger barrier than tuition fees.
