Can art save a seaside town?
What is the best way to improve a declining seaside town? You cannot change the weather, but you can invest millions in culture.
Some seaside towns are building art galleries; it has already been done in St Ives in Cornwall, and it is happening now in Margate and Hastings.
But how much difference do they make to the lives of ordinary residents?
