Welsh government budget passed after Labour - Lib Dem deal

The Welsh government's budget has been passed after Labour struck a deal with the Liberal Democrats.

Labour say it is a budget for growth and jobs -- but opposition parties say it is a budget that 'lacks real urgency.'
