Police 'must prepare for worst', report on riots says
A review of police tactics in this summer's riots in England says plastic bullets, water cannon and even firearms could have been used.
But police should be given better training for using them, and clearer guidance on when they are appropriate, the report by the watchdog has said.
Speaking to the BBC, Her Majesty's Inspectorate of Constabulary, Sir Denis O'Connor, said police should "hope for the best, but prepare for the worst".
