Could having an elected mayor make a difference?

Referendums are to be held in 10 of the biggest cities in England, on 3rd May, and voters will be asked whether they want to follow other cities in the UK and have their own directly elected mayor.

The BBC's Mike Sergeant has been finding out whether having an elected mayor would make a difference to a city.
