What will Police and Crime Commissioner role involve?

As voters in most parts of England and Wales prepare to elect a Police and Crime Commissioner (PCC) for the first time, the BBC's Mike Sergeant reports from Lancashire on people's hopes for the role.

The successful candidates will have the power to set budgets for their force as well as recruiting and dismissing chief constables.
