Police watchdog IPCC 'woefully under-equipped'

The police watchdog for England and Wales is "woefully under-equipped" and struggling to investigate serious complaints against officers, according to MPs.

A Home Affairs Committee report said the Independent Police Complaints Commission desperately needed more money and more powers.
