Prisons run 'on a wing and a prayer'

Prison officers in England and Wales say jails have become so violent that they are being run on a "wing and a prayer".

The warning comes from the chairman of the Prison Officers Association, Peter McParlin, in an interview on BBC Radio 4's File on 4 programme.

At the same time, prison inspectors have expressed concern about conditions at Feltham Young Offenders Institution in London.

They say too many of the boys there are locked in their cells for 23 hours a day.
