'Super councils' seek public money

In the wake of greater powers being devolved to Scotland, councils in England have been banding together to demand extra power for their local areas.

The BBC has identified 30 potential "super-councils" which hope to convince the Treasury that as combined authorities they should take control of billions of pounds of public money.
