'Police services are being rationed'

Policing in England and Wales is in a “potentially perilous state” according to the police standards watchdog.

Zoe Billingham, Her Majesty's inspector of constabulary, tells Radio 4's Today that some 999 calls that are immediately assessed as 'urgent' are downgraded to less critical because response officers are tied up on other jobs and can't get there.
