Ex GCHQ chief: It's not a question 'whether' attacks take place but 'when'

Sir Francis Richards, former GCHQ director, says it's not a question of "whether attacks like this take place but when".

Sir Francis tells Radio 4's Today he thinks the attacker may have had identity problems which made him vulnerable to extremists.
