Personal care budget plan criticised

Personal care budgets, which enable people on the receiving end of care to spend money as they see fit, have been piloted in Dorset.

The idea is to boost freedom and flexibility, but as the scheme rolls out some critics say it could be too much of a burden for some of the families involved.
