Hebden Bridge Town Hall has been transformed into business units and community space after a local association gained charitable status.
But is the West Yorkshire town's example good practice in these days of reducing grants to local councils?
The block grant from central government accounting for three-quarters of a council's spending power has reduced by almost 40% since 2010, as Len Tingle reports.
