Stephen Greenhalgh to stand as London mayor

Deputy mayor for policing and crime Stephen Greenhalgh has officially declared he plans to stand as a candidate to be mayor of London in 2016.

The former leader of Hammersmith and Fulham Council says he wants to cut transport fares every year.
