Broadland's new care provider 'not good enough'
About 100 elderly and vulnerable people in Norfolk have complained about the standard of home care offered by a new provider since July.
Among them is Roger Hadley, from Hellesdon, who has cerebral palsy.
Mr Hadley said he could not plan his life and his independence had diminished.
Since Care UK took over visits to 300 clients in Broadland a third of users have reported a decline in services. Norfolk County Council said it had "not been good enough".
Care UK says it is "determined to resolve the problems" being experienced in Broadland.
