Union leader critical of elected police commissioner policy

The first police and crime commissioners will be elected in England at the end of 2012.

They will set priorities for local forces and make sure they serve the public effectively.

But Nottinghamshire Police Federation leader Phil Matthews has criticised the change, which is being introduced by the coalition government.
