Sexual exploitation of children just 'tip of the iceberg'

A leading children's charity says that an investigation into the sexual exploitation of 22 vulnerable young people in care homes in Northern Ireland is just the 'tip of the iceberg'.

A major independent inquiry was announced into the issue.

The BBC has learnt that authorities drew up an action plan to tackle the problem more than three years ago but it was never published.
