Social tenants in England to get wider home swap choice
Some council house tenants in England may soon no longer have the right to a house for life.
The government wants to give people five or ten year leases enabling them to move around and to help families who need bigger properties to be housed more easily.
The Freedom Pass will allow them to see details of every council and housing association tenant looking to exchange.
They have previously only been able to do this in their local area, or through a more complicated system elsewhere.
Housing Minister Grant Shapps said it would allow people to move to "anywhere in the country".
