Ken Clarke: Riots were criminals on the rampage

The August riots across England consisted of "criminals on the rampage" the Justice Secretary Ken Clarke has said.

One in four people charged over the riots in English cities last month had committed more than 10 previous offences, official figures show.

Three-quarters had a previous caution or conviction, according to the Ministry of Justice, and those with a criminal record averaged 15 offences.
