PMQs: Labour on 'policy-altering substances' says David Cameron

During Prime Minister's Questions, Conservative MP Charlie Elphicke put a point to David Cameron about the lack of consistency from Labour on welfare spending.

Mr Cameron, fresh from a holiday in Ibiza, prompted laughter by joking that it seemed the opposition had been taking "policy-altering substances.''
