Lord Mandelson: EU referendum would be a 'lottery'
The House of Lords is to debate a bill that would allow a referendum on the UK's membership of the EU in 2017.
Lord Dobbs, who is sponsoring the bill, told the Today programme's Evan Davis that "Europe has become a poison in our political system."
"We need to decide one way or the other whether we're going to stick with it," he added.
Lord Mandelson explained that he believes the public want politicians to give "a decisive lead on Europe".
He continued: "We should be wary of putting our EU membership in the hands of a lottery."
