Philip Hammond appointment 'marks Eurosceptic shift'

Philip Hammond's appointment as foreign secretary marks a "Eurosceptic shift" for the government, Conservative Home founder Tim Montgomerie has said.

But, he added, the departure of Owen Paterson from the post of environment secretary suggests that the Liberal Democrats and Greens "are in the ascendance".
