Conservative Party conference: Duncan Smith outlines pre-paid card plan

Work and Pensions Secretary Iain Duncan Smith has unveiled a plan to give welfare claimants pre-paid benefit cards that cannot be used for alcohol, drugs or gambling.

He said the cards would help families break a "cycle of poverty".

He was speaking to the BBC's Norman Smith at the Conservative Party conference in Birmingham.
