'Cameron should have known' about EU payment
The European Commission has said that David Cameron should have known about changes to the way the UK's contribution to the EU's budget was calculated before he attended a summit of EU leaders in Brussels last week.
Mr Cameron has reacted with anger to the fact the UK has to pay £.1.7 billion and has insisted he will not do so by the deadline of December 1st.
The EU's Commissioner for Financial Programming and Budgets Jacek Dominik, told the BBC's Damian Grammaticas that he was surprised by Mr Cameron's response.
