MSPs debate rates change in bid to revive towns
Plans to cut business rate discounts on empty properties will be debated in the Scottish Parliament.
Ministers hope the change will lead to a fall in the number of disused premises and encourage firms to be more pro-active in reviving local economies.
Critics say it is badly thought-out and could make firms go bust.
