Gordon Brown: 'Constitutional crisis in the making'

Gordon Brown has strongly criticised Conservative plans for further Scottish devolution.

Speaking in the House of Commons, the former prime minister told MPs that David Cameron was responsible for "a constitutional crisis in the making".

Mr Brown said: "He promised English votes for English laws but the proposal, in practice, turns out not to be any new English rights of representation but a reduction in Scottish rights of representation in this House of Commons."

Scottish Secretary Alistair Carmichael agreed that this was an opportunity for change and insisted more powers would be "delivered to the timetable promised".
