Lord Smith says Scotland 'is moving forward' on devolution
Lord Smith has been describing how he was contacted to chair the commission on Scottish devolution and how he believes it is moving Scotland forward.
He revealed there were times he had to move the process on by appealing to individual members of the commission, but "in the end of the day it worked".
And he told BBC Scotland's Sunday Politics Scotland programme that the proposals would make Scotland "one of the most devolved countries in the world."
