How important is turnout at elections?

The BBC's Scotland 2016 reporter Kenneth Macdonald looks at whether turnout plays an important part in determining the results of elections. He spoke to football fans who had gathered for the second leg of the semi-final of the Scottish junior cup. They offered a range of views about using their right to vote.
