Conservatives: Welsh high earners 'should pay less tax'
Higher earners should get an income tax cut if tax powers are devolved to Cardiff Bay, according to the leader of the Conservatives in the Welsh assembly.
Andrew RT Davies will use a speech on Monday evening to call for a reduction in the top 40p tax rate.
Mr Davies told Oliver Hides on BBC Radio Wales that such a cut was necessary to "create an entrepreneurial culture".
