Police cautions overused to hit targets, says Dyfed-Powys PCC
A police and crime commissioner (PCC) is blaming a target-driven culture among police forces for the increase in the number of serious offences ending in a caution rather than being dealt with in the courts.
Dyfed-Powys Police were more likely to issue cautions for serious offences last year than any other force in Wales and England.
Its PCC Christopher Salmon has told BBC Wales that he has ordered a review of how cautions are being used.
It comes after the Ministry of Justice announced its own review.
