Wales treasury needed for 'strategic government'

Wales needs its own treasury if it wants to have a more strategic government, an economics expert has said.

Former Welsh government advisor Gerry Holtham said plans to set up a Welsh treasury, which are expected to be announced later, would be needed to manage new tax and borrowing powers which are in the process of being devolved.

He was speaking to BBC Radio Wales.
