Food safety needs public labs, Prof Hugh Pennington warns

Welsh councils may struggle to respond to another incident like the horsemeat scandal due to budget cuts, an expert in food safety has told BBC Wales.

The warning comes as Cardiff council prepares to close Wales's only publicly-run laboratory for food authenticity.

Local authorities will then have to rely on privately-run laboratories to carry out the work.

But Professor Hugh Pennington, who led the investigation into the 2005 E. coli outbreak in south Wales, said it may not be possible to rely on the private sector.
