Carl Sargeant unveils 'landmark' planning bill
Measures aimed at simplifying and speeding up the planning process have been published in a new bill.
The Planning Bill gives Welsh ministers powers to decide on applications for developments deemed to be of national significance.
It also aims to establish a more consistent system across Wales' planning authorities.
Minister Carl Sargeant said it was a landmark bill.
BBC Wales political reporter Daniel Davies asked him why councils could not make the biggest decisions.
