Leighton Andrews says Welsh council mergers could be imposed
If councils in Wales do not come up with proposals to merge voluntarily, they will be imposed, the new public services minister has said.
Leighton Andrews has asked for plans to be submitted by the end of November.
The independent Williams Commission recommended there should be fewer than the current 22 councils.
Mr Andrews spoke to The Wales Report.
