Term limits proposed for councillors in shake-up plans

More needs to be done to increase diversity in councils across Wales, according to Public Services Minister Leighton Andrews.

The minister has set out proposals to limit the time someone can be a councillor and be in a local authority cabinet.

He has promised measures to cut costs and "challenge" the culture of local government by limiting councillors to 25 years service and leaders to 10 years.
