Fuel shortages and snow hamper Japan aid efforts

The devastating earthquake and tsunami that struck Japan two weeks ago have left the town of Otsuchi in the north east of the country without a mayor and half his staff.

Aid efforts are being hampered by a lack of infrastructure, fuel shortages, and snow.

Damian Grammaticas reports from Iwate.
