Caution in global Libya response

Western powers are stepping up their efforts to put in place a no-fly zone over Libya, with Britain and France drafting a UN resolution to be debated by Nato defence ministers on Thursday.

But despite global condemnation of the violence, some countries are reluctant to take further action against Libya.

The BBC's Andrew North explains why there is some resistance to international intervention.
