Are vigilantes the answer to Cape Town's gang threat?

The South African government has been trying all sorts of ways to tackle Cape Town's gang related violence.

Now it has the support of a group called PAGAD - People Against Gangsterism and Drugs.

However, the group is not without controversy. The government once described PAGAD as a terrorist organisation and there are fears that its involvement will only make matters worse.
