White House 'concerns' over Russia elections

White House spokesman Jay Carney says the Obama administration has "serious concerns" about the conduct of Russia's recent parliamentary elections.

Speaking at a daily news briefing, Mr Carney cited a report by the Organisation for Security and Co-operation in Europe which highlighted procedural violations and apparent ballot box stuffing in the elections.
