Merkel address on eurozone crisis

German Chancellor Angela Merkel is making an address in the country's parliament following last week's EU summit that saw 26 of the bloc's 27 nations agree to new rules to limit deficits, strengthen the eurozone and move toward fiscal union.

UK PM David Cameron refused to sign up to the plans, saying that he needed greater safeguards to protect the City of London's financial sector.
