Top parliament negotiator Dehaene sees EU budget gains
The European Parliament's chief negotiator on the EU's long-term budget says spending will be more flexible in future, despite a significant budget cut.
Jean-Luc Dehaene, a Belgian centre-right MEP in the European People's Party, told the BBC that unspent EU funds would no longer be handed back to governments - they would be ploughed back into the EU budget.
He was speaking after MEPs approved the 2014-2020 budget.
