Mediterranean migrant quota plan launched

The European Commission has proposed that the EU take in 20,000 refugees and distribute them evenly throughout the countries of the union, a measure opposed by the UK.

Meanwhile, the Royal Navy says it has rescued more than 400 people in the Mediterranean Sea, who were trying to reach Europe on inflatable dinghies.
