Venezuela's Hugo Chavez calls for emergency powers
Venezuela's President Hugo Chavez has asked the country's Congress to grant him emergency powers to deal with the aftermath of floods which have left tens of thousands of people homeless.
A preliminary vote overwhelmingly supported Mr Chavez's request but critics warn such powers would allow him to govern as an autocrat. A final vote will be held on Thursday.
